What are ‘British values’ and are they ‘British’?

Education Secretary has said that schools should promote “fundamental British values” to their pupils. Voice has commented: “It is not helpful to give the impression that values such as democracy, the rule of law, individual liberty, mutual respect and tolerance of those with different faiths and beliefs are peculiarly British or are more developed in Britain than elsewhere….these are key values expressed in international human rights legislation.”
